About Dr. Parkman

Liliya Parkman, DPM, is a Foot and Ankle Surgery Fellow at Northern California Orthopaedic Associates. Her clinical interests include sports medicine, minimally invasive surgery (MIS), limb salvage, foot and ankle reconstruction, and trauma care. She is passionate about delivering comprehensive, patient-centered care using evidence-based practices.

Dr. Parkman earned her undergraduate degree from the University of Southern California, where she received a Bachelor of Science in Health Promotion and Disease Prevention Studies with a minor in Natural Science. She went on to earn her Doctor of Podiatric Medicine from the California School of Podiatric Medicine at Samuel Merritt University. She then completed a rigorous three-year surgical residency at MedStar Georgetown University Hospital and Washington Hospital Center in Washington, D.C., where she served as Academic Chair.

Dr. Parkman’s research has been presented at several national conferences, including the American College of Foot and Ankle Surgeons (ACFAS) Annual Scientific Conference, the Diabetic Limb Salvage Conference, and the Georgetown University Research Symposium. Her academic work reflects her interests in innovation, surgical outcomes, and improving quality of life for patients with complex foot and ankle pathology.

Originally from the Bay Area, Dr. Parkman is excited to return home for her fellowship training. She is fluent in Russian and deeply committed to medical education, mentorship, and community outreach.

Outside of medicine, Dr. Parkman enjoys traveling, running, playing pickleball and volleyball, and spending time with her dog.
